Through the Collaborating, Learning and Adapting in India Mechanism (CLAIM), USAID/India has contracted Panagora Group to conduct a rapid assessment of innovations/adaptations to maintain essential health service delivery in HIV; tuberculosis (TB); maternal, neonatal, and child health (MNCH); reproductive health (RH); and family planning (FP) during the COVID-19 pandemic in India.
The purpose of this assessment is to provide the USAID/India Health Office with a more thorough and systematic understanding of the effects of the COVID-19 pandemic on essential health services, the adaptations/solutions that emerged (including during the ongoing vaccine deployment phase), the extent to which those solutions can aid in recovery, and their relevance for future programming.
The assessment will be conducted in two stages.
During stage 1, the assessment team will identify and quantify changes in service delivery and utilization during the COVID-19 pandemic in HIV, TB, MNCH, RH, and FP.
The team will then identify and map adaptations/ innovations that have been implemented to address the effects of COVID-19 on essential services.
During stage 2, the team will conduct semi-structured and structured interviews with key informants, health care providers, and, for some interventions, patients/beneficiaries (including users and non-users) in the sites and facilities where the innovations/adaptations have been implemented.
The data will be analyzed and combined with the results of stage 1 to produce a final report that includes recommendation for USAID/India.
